"Iran's nuclear fuel must be produced inside the country, " Iranian nuclear chief Gholamreza Aghazadeh told reporters in Tehran after meeting Igor Ivanov, Secretary of Russia's Security Council. Britain, France and Germany have drafted a proposal offering Iran the chance to transfer its uranium enrichment activities to Russia, an EU diplomat told Reuters on Friday. EU diplomats say Iran could soothe international fears its uranium is intended for use in warheads by handing over the enrichment process to Russia.

Iran warned the European Union on Saturday it would never surrender its right to nuclear fuel, talking tough only two weeks before EU diplomats are due to present final proposals to break Iran's atomic impasse. Tehran says it has every right to enrich the uranium it mines in its central deserts into fuel for nuclear power stations but Washington argues this fuel is destined for atomic warheads.

"The Iranian people will retain their rights and nothing special will happen, " he said. Blair told Israel's Channel 1 he was intent on "making sure that Iran complies with the rules of the atomic energy authority. We've got undertakings from Iran ... we've got to make sure those are bolted down properly and implemented."

Stock Investing Basics The European trio have been trying for over a year to persuade Iran to abandon its enrichment program, resisting U.S. calls for tougher action to isolate and punish Tehran.

"But for the time being, I still want to believe that we will keep the spirit of this contract, and it is in the interest of Iran and the interest of stability in the region."

Stock Investing Tip It is not clear what would happen after any referral to the Security Council. Diplomats say its members would be unwilling to risk pushing up oil prices by imposing oil sanctions.

Stock Market Investing Advice Negotiations between the EU trio and Iran will continue in the hope that Tehran will agree to a full freeze, but diplomats close to the talks said this was unlikely.

Street Trader Wall Another diplomat said it would be "very Iranian" if Tehran agreed to a suspension right before an IAEA board meeting due to discuss Iran on Nov. 25, but this would not be enough.

Indian Stock Market "The resolution called for an immediate suspension of the enrichment program," said a Western diplomat on the IAEA board. "It is already too late."
